When I open a VP11 veg that uses NBTP on a different computer with the same VP and NBTP versions all titles are lost - they revert back to 'Enter Text'.
I thought this had worked in the past but now am not sure.
Does one have to export each title then import again when opening veg on a different computer?
As is true of all other plug-ins and customizations of VegasPro - you need compatible installs of the plug-in category on both computers in order to transfer a project file intact.
Think of .veg as a mere data pointer file - it must assemble all parts of the project on the timeline from its "sources".
As I stated in the first sentence the two computers have the same version of VP and Titler. No other effects were used in this instance.
Even simply changing 'Enter Text' to 'Test' didn't transfer.

I don't use the NBTP, but does it save its files to the VEG or to a separate folder? Could be you need to find that folder and copy it as well.
I know the vegas internal title generator saves to the VEG, but NBTP might be an external file that the veg is accessing. Look in the Project list and see if there is a directory listing for the NBTP thumbnails.
With 10 I've taken veg files from one machine to another and there has been no issues, so I'd assume it's either a bug in V11 or a bug on that machine.
EDIT: my bad, I kept thinking ProType was being talked about. :)
I was hoping that another VP11 user could verify this transfer issue before I (attempt to) contact NB.
As some edits may have numerous individual instances of NBTP it would be quite cumbersome to export each one each time one wanted to transfer an edit between (e.g.) work and home.
Which version/build of Titler Pro do you have installed? With the exact same version installed on both, it should definitely work. However, there was one "windows" build that had some issues.
On both machines, I would recommend going to "Check for Updates" and installing the most current version. When installing, choose ONLY the appropriate OpenFX option.
