If you changed it from 9.5Mb to 7Mb in DVDA properties, you set a lower threshold for the warning, you haven't changed the bitrate.

What are the properties of the imported media file?
Are they CBR or VBR?
What are the Max, Av, and Min bitrates used to render the imported file?
What is the length of the file?

The lenght is 8 min 40 sec.
First I prepared it with V10 and it was VBR
then when I render for DVDA I rendered m2v & mpa as CBR.

If you are making a DVD, compliant MPEG-2 should be imported so as not to be rendered a second time. m2v is a high definition format, DVD is standard definition.

Using a DVD Architect video template, and a DVD AC3 audio template in Vegas, suggested starting bitrates are 9.5Mbps, 6Mbps, and 2Mbps VBR if your program length is under 90 minutes in length. This practically ensures playability, even on older players.

It created in me very very confusing feelings! I've found it a little bit amusing but at the same time it gave some kind of pain!
