The fewer processing steps the better. Noise reduction should always come first, since any other processes will alter the noise, and not necessarily uniformly over time. That would make noise reduction harder and less effective. Normalizing should be the last step, since you're going to have to do it at the end anyway, there's no sense in doing it more than once.
