talk to whoever you're delivering to. Though there's kind of a standard delivery that's out there, every place seems to be alittle different.
You could simply call the local cable company and T.V. Studio's in town, and ask them how they want there stuff delivered, and then make a Veggie for each and lable it. Channel 4 or something like that, then everytime you have to send something to them, just drop your vid after the info, and change the text to fit what you're delivering.
I don't get adding Tone. Do I just add a tone to the colorbars, how loud should it be? Pitch doesn't matter right, is it just so that they know what a resonable listening level would be, right? So it should just peak a bit into the red just like recorded audio?
The old analog delivery standard used to call for a 1kHz tone @ OVU on a VU meter. In these days of digital delivery, it's usually still 1kHz (though some call for 400Hz) reading -20dBFS (sometimes -18 or -16) on a digital scale meter. Timecode placement of the tone may also be important. Typically at least 30 seconds of tone (some prefer a full minute), ending 30 seconds before program start. However, each broadcaster has a set of audio & video technical standards & guidelines they give to producers.
For the most strict, see www.pbs.org. That's a fair standard, with the most difficult/locked down requirements. Most broadcasters have a published checksheet. Call around, you'll find em.
Everything you'll need, is found in Vegas, regardless of how strict or loose their requirements are.
Some of em' even take MPEG 2 DVDs these days, if bit rate is higher than 6500Mbps
