OT convert .png or .jpg to .eps ?

Does anyone have a recc for a program that will convert a .jpg or .png to a vector .eps file?
I have PSP 10 and Photoshop elements but neither do.
I did a google search and there are lots of program out there that ca do this but just wondering if one os better than the other.

Try gimp- it is opensource and free.

I use fireworks mx2004 from macromedia and it does a great job. I also use Micrografx Picture Publisher 10pro and have used Picture Publisher 8 which will allow for what you want. They can be found on ebay for cheap... Fireworks is another story.
