I'd post this to some Windows forum, but the answer will come more quickly and clearer here.
When I double click to start Vegas (or Sound Forge), the dial up window appears, as though I might have clicked on some link that requires the computer to search for the address online. I was capturing some footage today in Vegas, and, during the capture, that @#$% window pops up. It was an easy matter to close it, and there was no effect on the video I was capturing.

I just find it amazingly annoying and would like to stop it.

Any help will be appreciated.
