Yeah, just use a hardware device and tell Vegas to send drop frame. DV is always NDF, but Vegas can send either/or. In terms of embedding it in the finished stream, I don't believe you can, but could be wrong.

DV timecode is always drop frame (that ive seen anyway and also what avid says) while DVCAM and DVCPRO offer a choice of drop frame or non-drop frame.

issue -- using a canopus or laird dv transcoder with a Beta SP or d-beta feed and source is NDF (its selectable though) , vegas (because of the dv transcoders) , will pick that up as DF , therfore the LTC and the timecode on the dv will not match....

just changing the timeline tc /or displayed time code will show you the difference

I'm actually looking for an algorithm to do it (C/C++, Java, any language), not just to be able to convert a NDF code to DF.
