OT: .NET Framework Broken

I am unable to update, uninstall or reinstall .net framework on either of two different computers running Win XP Pro.

UPDATE:
There is a service pack update available. However, attempts to download the update file and run it locally or to use WIndows Update result in a dialog box that reports that the update has failed and cannot debug either.

UNINSTALL:
Attempts to uninstall .Net Framework result in the uninstall routine failing to find a file located in
C:\Documents&Settings\%USER%\local settings\temp
REINSTALL:
Attempts to simply reinstall .Net Framework result in the system checking to see if it is already installed and then producing the same error as Uninstall.

CHNAGE/REMOVE:
Using the change remove routine in the Application control panel results in the same problem of inability to locate this file and two others in the same temp directory.

Two things burn me. First is just the desire to get .Net Framerwork up and running. and Two: Why does microsoft place files necessasrry for updating or changing .Net Framework into a directoy called "/temp"?

I remember quite a while ago deleting those files deliberately because I was removing files in temporary directories. I discovered that almost every file I had unzipped was in that same temporary directory. SInce the directory is called "temp" I deleted its entire contents. Bad assumption on my part.

I even did a repair install of WinXP but even that did not work.

Is a new install from an empty Hard drive my only option?
