OT OS install thoughts...??

Think I need to re-install the OS ( Windows XP 32 bit ) on an older BOXX dual Opteron TYAN system. Been running Vegas 8c and 9a fine but when I tried to install Vegas 9b.... it started the install just fine but in a few seconds I got a flash of a "blue screen" and the computer rebooted and that was that. Can't seem to install Vegas 9b without a shut-down and re-boot..has never happened before can't think of any changes to the system so it seems weird to me.

Also, all the sudden, I can't run the Adobe Bridge or Flash Encoder with Adobe CS4. On program boot I get a message that the program has encountered a problem and will close. All other programs in CS4 suite work fine (After Effects, P Pro etc) but those two all the sudden have a problem.

I have also noticed other installs have given me the same "blue-screen" re-boot problems...not all mind you just some. I noticed the other day I couldn't install a new driver for my NVIDIA display card without the blue-screen re-boot.

All that being said I figure it's time to wipe and re-build the hard drive (as long as someone doesn't have a possible quick fix for these weird problems).
I hope to do a dual boot XP 32 bit and W7 64 bit. I usually have someone else to help me do the OS install but I'm on my own this time. Just for clarification what is the best order to install things....OS, Services Pack's, drivers( is there a best order for the drivers to be installed?) etc...???
Any ideas to help the process along would be appreciated. I'm pretty green at this sort-of-thing.
Thanks!

FYI - Cinescore is another non-functioning program - at least for me on Win 7 64 bit. It opens fine, but I can't generate music at all - get an Error 6 message. No fix yet so I'm dead in the water in that regards - although SonicFire Pro 4 works just fine on Win 7 Pro 64bit - so far...
