OT: SignVideo Proc Amp

This device looks interesting for restoring old VHS tapes.
But I live in PAL-country (Sweden) so I have these questions.

Will the SignVideo Proc Amp work on PAL video ?
Has anyone tried it on with PAL or is it geared towards NTSC video?

Yes, you can use it for PAL. The LED's will go down to 0 IRE if that is what you have depending upon where you live. Here is the breakdown:
