OT: Software to determine dialnorm value?

Does anyone know of software that can figure out the LAeq value from your
video's audio to set the encoder dialnorm metadata to?

Local station wants the value to be correct on digital submissions.

Thanks for your reply.

The windows program does not look like it has A-weighted
measurement required by the station's standard.
The MAC does so I will find someone that can run it through.

The RMS value as measured by Sound Forge is very close to the same thing I believe.

I did happen to spend some time with a guy and a LOT of Dolby E metering gear. The few programs he played out for me all showed dial norm as -27dB. Strange that that's also the default in the Vegas encoder.
