Looks like PopCulturePirate simply does what we all do... edit.
Instead of "Time on Your Hands", I would call it "Creative" and "Pretty Darn Cool"... same as most of their other videos on their vimeo channel. Seems as if something like this would take a fair bit of pre-production. Judging from their presentation, looks like a fair bit of creativity was also thrown into the mix.
We all must have "Time on Our Hands" for a project to do a thorough job.
The video presented is not what I do but it looks like they've got a Niche and are actually making a name for themselves... which probably leads to other opportunities.
Although repetitive, I found it far more entertaining than most of the boring videos usually posted here asking for feedback.

So if I combine The Who's Won't get fooled again with some footage from The Godfather and it comes out not boring, the fact that none of the actual work is mine ( other than bull$hit edit job ) doesn't bother people?

I liked it but the gimmick wore off pretty quick, nicely done though.
Not sure about the legality, seems that the music might be the biggest problem but not sure. "A derivative work is a work based on or derived from one or more already existing
works. Also known as a βnew version,β and "Any work in which the editorial revisions, annotations, elaborations, or other modifications represent, as a whole, an original work of authorship is a derivative work or a new version." Again, not a lawyer but seems like it would fall under fair use. On a practical side with that many views if I in charge of Mad Men I would think I would hug the guy who made it.
This one from years back is along similar lines, still one of my favorite things I've ever seen on the web ever ever. Personally love that it shows the power of editing.
Oh, and another that's similar is done much in the same way was done to as a way to explain Fair Use by using copyrighted Disney clips, very well done imho:
