OT-Voice-over mic

I've been looking at the Shure SM-58 mike to set up in front of my video workstation at home, to record everything from on-going family comments during home movie previews to prosumer stuff. Intend to record through my Alienware dual-core AMD 7500 standard audio card (forgot which one).

Do I need a mixer? I understand the SM-58 does not require power. Will this accomodate recording with Vegas, 3 of us sitting around and reacting to a video preview?

If it's 3 guys sitting around looking at a preview, the SM58 will do a pretty poor job if you're looking for quality. The 58 is designed to be very close proximity. You'll have next to no low end in the voices, and the levels will require a serious gain boost, resulting in serious noise, most likely.
You probably don't need a mixer if your system has a built in preamp, but a small preamp is highly advisable in place of a mixer.

If you're just a single voice, a 58 will suffice IF you have a clean preamp, and can get it very close to your mouth. If you haven't chosen the mic already, for multiple voices in a voice over, you'll want to look at other tools, like an AT 4053 or other hyper cardioid made for close-in work, but that is a condenser mic, allowing for some distance between the 3 voices.
