Can I ask for a little help about delivering videos to cellphones?

How would I go if I wanted to deliver videos to specific cellphones numbers. Let´s say, like a mailing list, where people give their numbers and, like a listserv, they receive videos automatically.

Do they download the videos, or are they broadcast? What´s size of the phone memory?

Will it be possible to have like a small video server that would upload to cellphnes that enter an specific area? Like if someone enters a store and agrees to download the videos from a server sitting right there?
