outline/bookmarks in a video

Is there a way too create an ouline/bookmark, using Vegas in a video file so users can just click on a desired topic (time line) and go that point. I am not trying to create a DVD, but a file that will be posted on the web for users to watch.
You know... like a table of contents where you can click on and the video will automatically go to that point in time in the video file while playing.
I hope you understand my question and situation. Any comments will be greatly appreciated.

I'm sure this can be done with Flash. Not sure how many other video formats support it. I believe WMV has the capability, but i'm not sure what authoring applications might offer these features.

You could also go 'dirt cheap' and have the outline be a list of links on the webpage, each link pointing to a separate video file.

Go to "insert --> command"
universal resource locator (URL)—By selecting this command and typing in a Web address, the streaming media will launch the browser and open the specific Web page at the appropriate time in the presentation
HotSpotPlay—The HotSpotPlay command allows an area to be defined in the RealPlayer video display that users can click to jump to another RealMedia file.
HotSpotSeek—The HotSpotSeek command allows an area to be defined in the RealPlayer video display that users can click to jump to a point in the current RealMedia file.
