The first thing I do is to open the image in Pan/Crop, right-clcik and select "Match Output Aspect".
Then you should be able to move it anywhere you want.
You can also use Track Motion to move an image around the screen.

One thing to keep in mind when using Pan/Crop is that you're not cropping the image, you're cropping the screen on which that image sits. So you don't "move" the image down to the bottom of the screen; you "move" the bottom of the screen up to the image. ;-) Also, to make the image "smaller," you make the Crop area bigger -- you're expanding the screen area around the image.

Or, as Mike suggests, use Track Motion.
