PAL DVD to NTSC DVD

I have UDVD (Unidentified DVD) from South Africa that appears to be in the PAL format. What is the best method for getting that information onto a NTSC DVD.

The easiest? or best?
I'd bring it into Vegas, pan/crop/resample, render, print.
