You can capture these DVDs into Vegas 7, just treat the DVD like a camcorder disk.

That suggestion might be better than a "OR"!
A DVD camcorder seems to create separate VOBs for each clip in which case how Vegas works doesn't matter much.
DVD Shrink will seemlessly merge all the VOBs on the disk into one monster non compliant VOB that Vegas will handle just fine.
The advantage of the monster VOB is no glitches in the audio at the VOB junction.

This may or may not have been corrected in V7 when you do a Import, if it has then using DVD Shrink will achieve nothing.

I went on eBay and bought a PAL/NTSC DVD Player for $120.00!
Works great with no other converters necessary to capture or playback.

The Oppo DVD players play PAL or NTSC and all regions if you tell it to do that.
