PAL to NSTC/NTSC to PAL

I am not sure if this topic has bees posed once.

Is it possible to convert PAL movies (also commercial movies) into NTSC or NTSC DVD's to PAL using Sony Movie Studio? or Vegas 6.0b?

I have made NTSC home movie DVD discs that play fine in PAL DVD's in Europe and Australia.
Seems that most players are agnostic when it comes to playing NTSC or PAL over there.

If you are talking about commercial DVD's you have the region coding and that is a completely other subject.
In europe it is possible to get your DVD player "fixed" so you can play any regions DVD in your player.
There is not really a demand for that in the US as the DVD discs are cheaper here, so why get them from Europe.
