this really isn't all that off topic if he's doing recording and production with the footage. Vegas is a highly used in the video game video production editing areana because of it's format agnosticness. Unfortunately I don't know of any , sorry.
he didn't mention video, he just wanted to know if he could convert a game on a disc (IE a copy of Zelda for Wii in PAL)
If he wants the footage, it 100% depends on whether it's a console game or a PC game. many PC games can be locked to a certain refresh rate so to change to PAL/NTSC you just change the refresh rate of the monitor & lock the game to that. You can also (sometimes) change the actual displayed pixel dimensions/aspect ratio too.
If it's a console game then there's not much you can do except convert the footage from 25fps to 29.97fps or (i've heard this works better, no experience with it though) convert it to 24fps.
If that's the case it's nothing different converting any other footage. tons of topics on that. :)
