PAL VHS To NTSC anything...

I have an NTSC VCR and a PAL Tape of a girl playing basketball in New Zealand. She is wanting to come to a local university and play basketball and sent the tape for the coach to watch- once he popped it in and it wouldn't play, that is when he called me. I have a friend who got his doctorate in Scotland and brought back a PAL VCR which I am sure I can use if it is still in working order to dub over to NTSC (If that is possible).
Aside from that, what are my options? I have 2 A1U's, an ADS Pyro A/V Link, a Pioneer reciever, DVD Players, PCI RCA input card.
I would think though that unless I have something that plays PAL VHS Tapes, there is not much I can do with any of my equipment right?

Okay, I can get my hands on a PAL VCR so consider this post null and void.

Just remember, you can't just dub over to NTSC. You must use a device to transcode the PAL signal to NTSC, or else you will end up losing all your color information and if you can see any picture at all, it will roll or look wavy. You could perform the conversion with equipment you have, such as going from your PAL VCR through your A/V link into your computer, transcoding in VEGAS, and outputing the resulting file to your NTSC VCR. You could also buy a small standards converter like the SIMA GoDVD CT-200 for around $100.00. The conversion isn't as good as Vegas will do, but you can go deck-to-deck in real time.
