That's a tough conversion, Rich, and one that never goes completely well.

As you know, NTSC uses a different frame size and a different frame rate.

Have you tried importing the PAL video into a Vegas project set up for PAL and then exported it as an NTSC MPEG?

It might be worth testing out to see if the results are satisfactory.

Search the Vegas Pro forum. There is lots of older discussion on this, and suggestions for getting acceptable results, although as Steve said, they will never be optimal.

The biggest hurdle is that DVD PAL frame rate is 25 and NTSC is 29.97, so you must create five "artificial" frames every second! There are different ways to accomplish this, all of them far from perfect.
