My guess is that the window is opening, but you've somehow managed to slide it completely off the screen somewhere. Sometimes the top edge of a window can hide behind Windows start menu bar at the bottom of the screen. If you minimize the bar you might be able to see it and drag it back into view.

Another thing you can try is Vegas reset. Hold down Ctrl + Shift while you start it up. This will reset all options, preferences, and window locations to the original "factory installed" defaults. Note that this even resets changes you wanted to keep, so you'll have to redo them again.

Most of the time when a window can't be found, it's hiding under the "Start" bar in Windows. Hide the start bar and see if it's there.

Alternately, you can change your screen to a higher resolution, locate and move the window back to the main area of the screen, and then change back to the original screen resolution.
