Click on the up arrow to the left of the track header.

You have 2 video tracks and a video on each of them, right above each other. Way on the left of the screen where you have the track info there is a little arrow that points up. Click that on the second track, and there ya go.

And after you do that, you can play with the diffrent Composoting modes, it's the little box with the CC in it next to the level slider.

The manual that's part of Vegas 3 (don't know if it carried over to version 4) has an excellent section on parent/child relationships and how to get started with compositing. For example its fairly simple to generate special effects like apply a cutout of some text, then insert a vid of flames, and have the text appear on fire... stuff like that.

Hi BB, parent/ child relation is explaind better in Vegas 3, just like you figured. At least I now know a little more about it. Still, to me it remains a complexed matter.

I haven't been to either for awhile, but I think both the "cow" and DSE's site have at least a few tutorials on compositing. Maybe somebody knows for sure?
