I have SE. Received it on a CD with a magazine a year or so ago. Have only played with it a little bit, and produced nothing with it yet as I have not found the creative energy to do so. I do not know how readily available SE is, but if you can get it, it is certainly the place to start. Move up when you have cut your teeth on SE if you need whatever extras it provides.

I also have SE which came on a magazine CD. To start with it is great, although no more emitter libraries are being produced for SE. Version 3 has some nifty features if you get a little more serious into it, like being able to use 'blockers' (I think that is the correct term) so that you can make it appear that your particles are behind objects instead of always in front of them.

Keep an eye on Wondertouch's website. Quite often they will show you which magazines are offering SE on their CDs. I just checked and nothing is showing right now.
