Paste insert

I have been trying to paste insert with no luck. I want to add a picture in the middle of a project and have the rest of the project slide down to accomidate the new picture. When I try to edit and paste insert "paste Insert" is grayed out and not a choice. I have my cursor in the middle of two pictures. I have pulled back the transitions so there is an empty space and tried to "paste insert" Any help would be appreciated. Thank you .

It never fails right after you post something an idea comes to you. I put the picture to be pasted up at the end of my project, copied, moved cursor to desired location. Voila. The problem now is to seam together the audio.
