One way to do this would be to break your movie up into clips, where the end of each clip is where you want to pause. Then, by having an end action on the clip you could go to a menu that had a background which is a copy of the last frame of your clip. Then a hidden button on the menu could link to the next clip in the sequence, so when you hit play you go to the next clip.

Unfortunately, since DVDA 1.0 doesn't support the ability to set your own end actions, you can't do this with DVDA.
