I suspect we need a lot more details about what you're doing, how you are doing it, why you are doing it, and what you expect to achieve. It's almost impossible to get any of these details from what you've written.

If you're doing a split screen then keep in mind that the portions of the screen are no longer 720x480. We don't know if you're doing two side-by-side images, split down the middle, or multiple splits, or split both horizontally and vertically, off center, or what combinations you might be using, so it's impossible to make any numerical recommendations.

"Hight"? Is that supposed to be "higher"?

What are you overlapping? How are you overlapping it?

Assuming you are doing something very simple such as splitting the screen into equal left & right halves, and that you want the screen filled, you can put one photo on track 1, another on track 2, use track motion to move track 1 to the left 360 pixels and track 2 to the right 360 pixels. This will show the right half of the image on the left and the left half of the image on the right, with no gaps or empty space. If you want to show the entire pictures then you'll have to shrink them to half size first by setting the track motion size to 360x240, then move track 1 left 180 pixels and track 2 right by 180, but you'll end up with black bars across the top and bottom.

That's pretty general and may or may not relate to your problem. Give us a much better explanation and we can help a lot more.

Ok I take a video of me next to a Closet Door and I am Talking on the video.

Now I use my Cam Corder to Take snap Shots of the Door opening one step at a time.

And I know a JPG Photo will not be the same Aspect Ratio as a video so I convert all the photos to 655x480 and turn it into an AVI Video.

So now I take the AVI Video of the Door openning and overlay it on the Video of me staning next to it Talking.

Then I use Pan Crop to Drage just the one side of the AVI Video of the Door openning so I see he video of me Talking in back and yes it works.

But the AVI Video of the Door opening is a little bit higher up then the video inback of me talking.

So you can tell I am overlapping videos.

So I thought I could use Track Motion to move the AVI video of the door opening down but it still wont match up just right??

It's possible that your problem is "snapping". This only allows moving the objects in Pan/Crop or Track motion in large steps. Look for a button that looks like a pointer pointing at a star and click it to turn off snapping.You'll now be able to drag the frame smoothly in tiny increments.

You can also change the X and Y values by typing in any number you wish, if you want to make very fine adjustments smaller than you can easily do with the mouse

Ok I went back and did it with two Videos of the same size.

So I can get the hang of OVERLAY.

So I have the Overlay video on the Overlay Track and the Background Video in back.

I go to the Pan Crop Tool for the Overlay video.

Now I Drag the Left side of the Overlay video in so I can see part of the background video.

And it works.

But when I play it back the Overlay video Moves and you see it slowly come in instead of just staying still as is.

I did not ad Key Frames so why is the Overlay video sliding across the screen in playback?

If you are taking stills and making them into a video .... why not just take a second video?

Yes I am useing just two Videos I just got and overlap one of them.

And on the Overlay Video I go to pan crop tool and Drage the left side in and it show the bacground video and it works.

But I would like it to stay still but when I play back the overlay video slowly moves in like I am Draging it.

I already Draged it in so in sould not be moving.
I hope you know what I am saying?

The overlayed Video is Draging it's self in from the Left on Playback I need it to sty still as is I did Cut it so it sould not so me it being cut?

If the scrubber wasn't at the beginning of the timeline in the Event Pan/Crop window when you adjusted the position, a keyframe was automatically created at the location of the scrubber at that time.

Open the Event Pan/Crop for the event that is giving your greif, is there a diamond anywhere other than at the very beginning? If so, click on it and either click on the Delete Keyframe icon or right click on it and choose delete.

I don't know of any other way your overlay event can be wandering.

There should be just the one initial keyframe at the very beginning of the timeline in the Event Pan/Crop window.

If there is a keyframe in the middle somewhere that's probably the one you want to keep. You should probably delete the one at the beginning in this case. Vegas will start the Pan/Crop parameters with the first keyframe it finds, even if that keyframe isn't at the beginning of the event.
