If possible I would stick with DVD specs as you can put anything on a CD ROM.

IF it's intended for PC playback only, you might want to see what the quality looks like at 320 x 240 or the similar DVD spec. Often a PC's graphics card can double the frame size with better results then encoding to the larger size, and this gives you a fudge factor for less powerful CPUs. Also if it's intended for PC playback, you don't have to adhere to the DVD spec, just treat it as an oversized CD & use the same menuing etc. with any video at a higher bitrate.

FWIW, might be able to squeeze whatever portion of the DVD content on a CD as is.

Post a bit more about what you're wanting to do and I'm sure you'll have more advice then you can possibly incorporate in your project.

Thank for the advice. The idea of creating with DVD specs sounds like a good one.
We are hoping to get much more milage out our interface than 320X240 though.

Actually we are hoping to push it to the limit. So far we have an interface that will display linked movies. The main movie will be 720X480 and it will randomly show 360X240 (forths) overlay movies.

This will be done in Vegas by importing full NTSC DV footage>Preparing graphics in Photoshop and floating graphics over the main movies and the movie forths. All movies will be comped at full size and brought into a master project to arragnge and size video clips.
