Two ways. The easier way is with Pan/Crop. Place the picture you want inset smaller on a track above the background video. Open Pan/Crop on that picture and drag the cropping rectangle out bigger than the picture. This reduces the size of the picture in the frame. You can then move the rectangle around to position the picture where you want it.

You can also do this with Track Motion, which at first glance will seem to work oppositely in that you drag the framing rectangle smaller to reduce the size of the image.

Pan/Crop operates on each image individually. Track Motion effects everything on that track.
