Yes, and very easy for Movie Studio Platinum. Just use the "Picture-in-Picture FX". Actually it is already pre-applyed in the second track of each project, so all you need to do is dropping a video into that track and the track below.

In the basic version of Movie Studio you need to use the Pan/Crop tool instead.
