Pictures are digitized when used in VMS HD 11

I am new to VMS and am having a problem with imiporting photos. When I import a high resolution picture into VMS and view it in the preview pane it is digitized (looks blocky expecially on the edges). I tried creating a DVD and it was the same when viewed. Is there an option for picture and video quality when importing?

The highest resolution you're going to get on a DVD is 720x480 (NTSC) or 720x576 (PAL). This is just what the resolution of DVD is. The only way to get better resolution is to switch to HD and burn a BluRay, but even then it will only be 1920x1080.

Video is not a high resolution medium.
