PIP Border

I'm trying to blur the border on a PIP, but I keep getting the blur on the entire frame.

I've tried it two ways:

1. Create the border first in Fx than crop the clip.

2. Crop the clip than creat the border in Fx.

Same result; the border shows up on the entire frame.

Am I missing something?

On the border effect, click the little triangle to the left of the word "Border" by the effect timeline.

Guys? - Actually I have absolutely NO idea what this was about? I didn't understand any of it? I'm trying to understand, and would dearly appreciate some further illustration - only if you, or somebody else, could put me out of my misery?

I wanted to fade the edges of my Picture-In-Picture, but was unable to get the results I wanted until I was pointed <--- in the right direction. I'm not at a computer with Vegas but after choosing the icon on the PIP Clip for FX and choosing Border there is a little thingy (Arrow) you click near the bottom left and the border works on the PIP instead of the full frame.
