Using Track Motion and/or Event Pan/Crop, you can do whatever you want.
Lots of tutorials on the internet, but the best way to learn is to dive in and make lots of mistakes.

Yup. ;-)

I would use Track Motion to create the PIP. Just resize it to whatever size you require.

Use Pan/Crop to reduce the displayable area to 440x600

If the angle is on the Z axis you can rotate the Track Motion. If you need the angle on teh X or Y you'll need Vegas Pro with 3D Track Motion.

You can use the Glow option of Track Motion or add a Sony Border FX to the Track.
