PIP Degraded

So I add Cookie Cutter and choose PIP setting. The video is then still full size. I open pan crop and drag out handles and reposition to make it fit. Then am getting artifacts after render.

Make sure you are rendering at BEST, Good does not work well when resizing.

hq render. artifacts are blocking almost as if i made the video bigger but i made it smaller so you would think it would be great quality
