PIP oval with feathered edges

When I create a PIP with pan and crop and then try to add a feathered boarder it only feathers or luma blurs the left side of the pip.
Is there an easy way to do this that I am missing?

You will have to use Track Motion to create the PIP. The BORDER fx works on the entire video - not just the "pan/crop" section. If you moved the PIP to the right hand side, the left edge would no longer be blurred but the right edge would be.

You might also try the cookie-cutter or a soft oval mask on yer image, then TM the element where you want it.
