Pixal Ratio for Iamages HELP

I use Movie Studio 8.0 and I Capture Video in 720 x 480 NTSC DV

Now I know that 720 x 480 is a 4:3 ratio so I thought if I had to make a Photo to use as a Background and I wanted it to take up the same screen space as the Video I have to make my Photo 720 x 480 Pixels

I found out it does not work.......Even when my JPG Image that I make is 720 x 480 Pixels it still does not take up the same screen space it looks Letter Box but my Video fills the whoe screen all the way.

Now I found out my Videos are 720 x 480 but my Pixel Astect Ratio I have set to 4:3...................But when I make a background image and have it 720 x 480 there is no way to make the Pixel Ratio 4 :3 so what do I do????????

NTSC's aspect ratio is not 1.000, it is 0.9. Therefore your images must be 655x480 instead. More info:
