Pixelated event

In an instructional video I am working on I have scaled an event to 119 x 79 px using keyframe and it is a little pixelated. I checked resample on the event's media property and m question is when I render it will it resample properly?

Next question: How do I make the projects background white instead of black?

Odd as it may sound, Resample doesn't resample the image. Resample is only used to smooth out the video over time, adjusting for differing frame rates between the source media and the output settings. You'll want to set render quality to Best in order to affect how Vegas resizes the image.

Hmmm. Don't think i can help you on the second question, other than to create a generated media event as the bottom track and set it to white, then stretch it out the length of the entire project.
