Pixelation problems

Hello,
Trying to help out a friend that used a HD camcorder with standard DV tapes. When they are captured into Vegas they are pixelated and the sound drops in and out, also has occasional pops. Is there any way to fix this? Filters perhaps? Or is this a video card issue?

I have had this problem even on high quality video cameras. I couldn't fix it entirely, but I could defuse it. If you use the Sharpen video FX, it removes alot, if not all of the pixelation.
