Pixelized edges rendering HD to SD size

Any recommendations for alternate MPEG-2 encoder on V9 for better scaling, or settings to improve quality on high bitrate MPEG-2 files when scaled down from 1920x1080 to 704x396 or similar frame sizes.

I find that moving edges are pixelized when rendering to lower frame size. I can render to 1280x720 okay, but smaller sizes creates bad edges on objects. I can't get bit rate to go beyond 17Mbps when rendering larger frame size, otherwise I'd just go with that.

Perhaps I should go back to 1280x720 on camcorder?

You do have blend or interpolate set for your the deinterlace method in project properties, right?

By golly that was it... I set deinterlace method to none and pixelizing went away. That got me to looking closer and I realized the pixels were actually more of a vertical line thing on certain edges with motion.
