If you change the playback rate via the "properties" dialog box, the length of the event remains unchanged. If your original event was 24 seconds long, it will remain 24 seconds long, but the video contained within it will play 3x speed. However, you should see a little triangular notch at 8 seconds and again at 16 seconds. This indicates where your clip is repeating.

Grab the end of your clip and drag it to the left until you reach the notch at 8 seconds, and now it should play just one time through. You might have to zoom in to get it just right.

Another way is to position the cursor at the 8-second mark and then press the "S" button to split the event there, then just delete the second part.
