Playing times for PAL-NTSC-PAL conversions

If I open my PAL file & render it out to NTSC does the palying time of the resulting video decrease because NTSC has more frames per second? If yes an NTSC to PAL coverstion would play for longer. Or is the conversion done through interpolation

If done properly, the playing times will be identical to within a fraction of a frame. There's no reason why the speed should change.
