Please suggest approach for this processing

I have a twenty second clip that I am going to slow down to half its normal speed so that it lasts 40 seconds.

Additionally, I want to select individual frames approximately every five seconds that will be frozen for about five seconds each. In other words. five seconds of slow motion, five seconds of freeze, repeat...

I am just beginning to use Vegas so I could use some advice on the most efficient way to approach a problem like this.

you could use a velocity envelope, but the way I'd do this is to select the frame you want to cut on, create a still for it, then insert for desired length of time. You can create a still by positioning the cursor/playhead, then in the Preview window set quality to Best/Full. Then choose "Save to File" on the right upper section of the Preview window. Save as a .png file.
Then look in media pool, you'll see the image there. Drag to timeline.
