Plugin for 9:16 videos?

Am I crazy? I thought I used a plugin at some point to put in the BG of a vertical video without having to take up another track. Does that exist, or did I slip through a Mandella crack?

Are you thinking of the Black Bar Fill VFX - it's still there in Vegas Pro 19 b636.
