The Video Filters can be applied at 4 levels:

1) Media level ("pre-timeline"- affects all instances of that media)
2) At the Event level (affects only the specified event and move with
the event)
3) At the Track level (affects everything on the track)
4) At the Output level (affects the entire project output)

...you can also chain multiple filters, reorder them, save out
packages, and keyframe filter states.
