You can't really mimic a polarizing filter after the image has been captured. A polarizing filter alters the radial orientation of the light waves coming in through the lens, but the orientation is not recorded, so there is no way after-the-fact to produce the same effect. This must be done before the light hits the film/ccd/other recording device.
