OK I found out what it is.

I saw a still picture of one so I don't know what kind of movement is involved, but if you design it in a paint program and save it with an alpha channel you could bring it in over the video in a number of ways.

Masking is another.

Thanks for the help...but now I have a new issue...

I set the motion, just the way I want it...then I copy and paste the clip further along the time line...

Now, when vegas plays, it is somehow linking the last keyframe from the original event to the first in the pasted event..(I think that is what it is doing)..For instance, my pop up pops in, and instead of just staying at a static size once it is done 'popping', is slowing shrinks back to one single point which is where it is starting in the next keyfram, way down the time line..

This is a bit tricky to explain, so please forgive me if I am being cryptic! Thanks in advance for any help!

Be sure that when you paste the new event that you are pasting a "New Copy," not a reference to the original event.

Both paste methodologies are very useful, depending what you need.

On the All Things Vegas page, in the Masks section, there are masks that can be used for this, or images if you'd rather use them as images.
Using a tga, png, or other transparent file, you can do this, or you can use generated media with a bubble effect created by compositing modes.
