The pre/post toggle control (little triangle) in the keyframe controller at the bottom of the Video FX window is supposed to allow you to control whether an effect is applied before or after pan/crop.
However, this does not seem to work for me (using Vegas 9.0c 32-bit under Win Vista).
I tried the border FX example described in the post by rs170a in this discussion thread: http://www.sonycreativesoftware.com/forums/ShowMessage.asp?ForumID=4&MessageID=539274, and the border always stayed on the very outside of the zoomed image, instead of creating a border on the original un-zoomed image when the pre/post toggle was set to pre (pointing to the left).
When I have multiple effects in the effect chain, I see that the effects are correctly (automatically) sorted by Vegas so that pre effects are done before post effects. But apart from that sorting, it appears that effects are always applied AFTER the pan/crop.
Within a C# script, the property ApplyBeforePanCrop on the Effect class always has the value false, and trying to set it to true had no effect.
