I assume that you are referring to 3rd party transitions. If so, go to the 3rd party's website and look for compatibility information. If they are OFX transitions, then most if not all will probably work in VP - but the compatibility information will be the best indicator. Many 3rd party providers have a trial period to test out their products (usually watermarked during the trial period) which is great way to find out how they work for you.

But if the transitions you're looking at are the basic Premiere transitions, then you would probably need to subscribe to Premiere to get them to use them within Premiere - though not in VP.
