Maybe you have FX applied to the track or video output?

Start a new empty project and uncheck the "Split screen View" button above the preview screen.

I don't have any fx on the track, how do I check the output? In the preview box the 'Apply video FX' shows nothing in it either.

Start a new empty project and uncheck the "Split screen View" button above the preview screen.

That isn't enabled either.

What are project properties? Pixel format, compositing gamma?

I thought there would be something.

Try to set pixel format to 8 bit, I really doubt you need 32 bit full range.

Other places an effect may have been added:

Media Pool

Video bus track

Other places..

Theoretically yes. But on project properties it's possible to check "start all project with this settings" and the complaint is about new empty project has abnormal colors - I could bet the problem is with pixelformat (and he checked that to apply to all new projects).
